Arkansas State Rep. Vivian Flowers of Pine Bluff has been fined $500 and issued a letter of warning by the Arkansas Ethics Commission for failing to file campaign finance reports. Flowers, a Democrat, was accused of 32 separate allegations dating back to the 2013 election cycle.
A letter to Flowers from Ethics Commission Director Graham F. Sloan gave Flowers until Oct. 12 to file monthly campaign contributions and expenditure reports for a 12-month period, the entire 2016 election cycle, and a carryover fund report for calendar year 2015.
She also was alleged to have failed to file campaign contribution and expenditure reports for the 2014 election cycle, including monthly reports, a final report for the primary election and final report for the general election. Flowers signed a written offer of settlement to the complaint, Sloan said in the letter.
