Assistant Chief of Police Richard Wingard, a 21-year veteran of the White Hall Police Department, will become chief on Saturday, Jan. 1. He replaces Noel Foster, who was elected mayor in November and will be sworn in Saturday.
“I am very pleased to announce the appointment of Chief Wingard,” Foster said in a news release. “I have complete confidence in his ability to manage the police department with integrity and accuracy.
“I look forward to working with Chief Wingard and his management team as they continue to serve our great city as law enforcement officers, ensuring the highest level of public safety for our citizens.”
Wingard joined the department in April 1989. He received promotions to corporal in 1990, sergeant in 1997 and assistant chief in 2001.
He holds a bachelor’s degree in criminal justice, and a senior certificate from the Commission on Law Enforcement Standards and Training. He has completed a law enforcement management training course and is a certified field training officer and instructor of professional law enforcement, firearms and radar.
Active as a community volunteer, he is a member of the White Hall Lions Club, White Hall Chamber of Commerce and White Hall Police Officers Association. He formerly served as vice president of the chamber, director of the White Hall Leadership Class, and president of the local pee-wee football league.
A 1976 graduate of Watson Chapel High School, he is a member of First Baptist Church here. He and wife, Yvonne, have three children and three grandchildren, all residing here.
