  • Council approves budget at meeting

  • The White Hall City Council met Dec. 17, at City Hall, to discuss the budget for 2013 and to appoint and reappoint officers on the Planning Commission.

  • The White Hall City Council met Dec. 17, at  City Hall, to discuss the budget for 2013 and to appoint and reappoint officers on the Planning Commission.
     
    Mayor Noel Foster called the meeting to order. Andy Lunsford led the invocation and Scott Ray led the Pledge of Allegiance.
    The minutes for the Nov. 19, meeting were approved as well as the minutes for the White Hall Finance Committee that met on Dec. 11.
    Members present were Co-Chairman Andy Lunsford, Co-Chairman David Beck, Joe White and Terry Boone. Mayor Noel Foster and City Clerk/Treasurer were also present.
    This meeting was held initially to discuss the 2013 Budget. Once the 2013 Budget was discussed again at the City Council meeting it was approved adopting a $2.31 million dollar General Fund budget that included raises for the municipal employees as well as funding for a new museum.
    In addition, the council approved the adoption of an up-to-date Energy Code which is designed to provide minimum energy standards for the design of new buildings and structures as well as any portions and additions to existing buildings that are in place to provide facilities or shelter for public assembly, education, business, mercantile, institutional, storage and residential occupancies. The ordinance also includes any portions of factory and industrial occupancies that are designed primarily for human occupancy by regulating their exterior envelopes and the selection of their HVAC, service water heating, electrical distribution and illuminating systems and equipment for effective use of energy.
    In other business resolutions to appoint and reappoint officers for the Planning Commission were discussed and approved as follows:
    • Patrecia Hargrove was appointed to fill Position 1 one term that will expire Dec. 31, 2013.
    • Ken Smith was appointed to fill Position 6  with a term that will expire on Dec. 31, 2018.
    • Dane Reed was re-appointed to fill Position 2 with a term expiring Dec. 31, 2014,
    • David Beck, who was re-appointed to fill Position 4  with a term expiring Dec. 31, 2016.
    • David Judkins and Chairman Terry Smith are both continuing their five-year terms. Judkins term will expire in 2014 while Smith’s  term will expire in 2015. James Bell is also continuing his three-year term which will expire in 2014.
    The White Hall Advertising and Promotion Commission officers are:
    Chairman James Morgan is continuing his four-year term; Larry Cranford is continuing his two-year term; James Buddy Pittillo is continuing his four-year term ‘at large’; and Scott Ray is continuing his one-year term. Renewal for the four is set for  May 19, 2013.  David Beck and Ken Smith are continuing their life terms while Wayne Rasor continues his three-year term set for renewal on May, 19, 2015.
    Following the resolutions, Foster made a few announcements at the meeting.  “In light of the Sandy Hook Elementary shootings in Newtown, Conn., we want to keep them in our prayers and thoughts,” said Foster.
    Page 2 of 2 - He announced that City Hall would be closed Dec. 24-25, as well as New Years Day. In addition, City Hall will also be closed on Jan. 21, in observance of Robert E. Lee and Martin Luther King Jr. Holiday.
